POST TITLE: Project Assistant
TYPE OF CONTRACT: Special Service Agreement
DUTY STATION: Ankara, Turkey

Organizational Context:
The purpose of the project is to empower young women (18-24) living in or under the supervision of General Directorate of Social Services and Child Protection through life skills trainings, empowerment trainings, and vocational trainings and mentoring mechanism.
Responsibilities:
- Reports to Project Coordinator and the Gender Programme Analyst of UNFPA Turkey CO
- Provide secretarial support to the Project Coordinator
- Make travel arrangements for Project Coordinator
- Make logistical arrangements for all trainings including travel, accommodation and training facilities
- Support Project Coordinator in the two “2 weeks trainings” of the project which will take place in Istanbul ( 14-28 June 2012 and 5-19 July 2012)
- Answer telephones
- Manages correspondence

- Photocopy materials
- Carries out other tasks as appropriate and required
Qualifications and Skills:
- University graduate (preferably social sciences, social work, women’s studies)
- Full computer literacy on MS Office programmes
- Turkish spoken and written skills – English knowledge is preferable

Professional experience:
- Minimum two years secretarial experience
- Making travel arrangements

Organizational Context:
The overall objective of the Project is promoting an enabling environment for women-friendly communities by means of mainstreaming gender into the planning process of local authorities through local dialogue with women NGOs, grassroots organizations and governmental institutions at national and local levels.
The Project will directly contribute to achievement of the MDG 3 on gender equality and women’s empowerment as well as to Turkey’s overall democratic governance and local governance efforts while promoting social urban upgrading and social inclusion.
Within this overall framework, the Project aims to provide administrative and practical tools for the Ministry of Interior, local authorities and local women NGOs and grassroots groups to mainstream gender in local governance and promote an enabling environment for women friendly communities and the embedment of a rights based approach in service delivery at local level. This will be achieved through a two pronged approach: (i) downstream participation, empowerment and capacity development of local actors, in particular grassroots representatives, women groups and NGOs while (ii) scaling up in providing upstream capacity development and technical assistance to MoI for review of existing legislation and policy frameworks to identify gaps and suggested legislative and policy changes. Building on the results of the Projects first phase (2006-2010), the current project expands activities in the six participating cities from the first phase to solidify the achievements and ensure sustainability while at the same time replicate the methodology and implement activities in six new pilot cities. Apart from the trainings and study tours two important strategies will be used for the capacity development which were also used in the first phase of the programme successfully. One is the dialogue meetings among the partners and the other is the collaborative development modality of local equality action plans.
The Project is implemented by the Ministry of Interior General Directorate of Local Authorities, United Nations Population Fund and United Nations Development Programme.
Responsibilities:
- Report to the Programme Manager
- Closely liaise with local government, women’s NGOs and other local stakeholders to promote mandate of the UNJP and follow-up activities
- Ensure timely implementation and synchronisation of all local programme activities in the programme city
- Advocate for the establishment of Women’sRights Coordination Council
- Facilitate development of Local Equality Action Plans with local government and NGOs
- Follow-up and advocate for establishment of Equality Units at the Municipality and Governorship
- Follow-up and advocate for establishment of the Equality Commissions at the Municipality and Special Provincial Adm. Parliament. Support their work.
- Make logistical arrangements for all local meetings, training programs and workshops, including travel, accommodation and training facilities in collaboration with Programme Manager, Programme Assistant, local government and NGOs
- Inform the Programme Manager about progress in programme implementation via written reports every week
- Monitor and evaluate all local programme activities
- Establish and maintain good working relationships between all parties
- Carry out other duties as appropriate and necessary
Qualifications and Skills
- Completion of graduate degree
- Completion of graduate/postgraduate degree in social science or related field is an asset
- Training in gender issues and / or local administration is an asset
- Full computer literacy
- English and Turkish spoken and written
- Good communication skills
General professional experience
- Minimum five years local and/or national experience in coordination and/or management of complex projects and programmes
Specific Professional Experience
- Minimum 3 years of local and/or national experience with development, organisation and management of gender equality and / or local administration projects
- At least 1 assignment as Coordinator on a local project
- Experience organizing workshops and meetings
- Experience collaborating with both local government and civil society
- Knowledge of gender-equality related policies and institutional capacity in Turkey
